What may and may not run on a Lacquerbay VPS in Hong Kong, Singapore or Tokyo, how reports are handled, and how to contest a suspension.

**Quick answer — What may I run on a Lacquerbay VPS?**

On a **Lacquerbay** VPS you may run websites, APIs, build runners, databases, self-hosted tools, blockchain full nodes and Tor relays. Forbidden: spam, phishing, malware or botnet control, attacks, scanning other people's systems, booters, fraud, child sexual abuse material, mining and service to sanctioned people. Outbound port 25 stays blocked. Foreign copyright notices get no action; a breach leads to suspension.

## 1. Who this policy applies to

This policy covers every Lacquerbay account and VPS, and everyone who uses them. It is part of the [terms of service](https://lacquerbay.com/terms/ "Lacquerbay terms of service") and applies to every plan on the [pricing page](https://lacquerbay.com/pricing/ "Lacquerbay plans and prices"). You answer for what runs on your VPS and for anyone you give a login to.

## 2. Which law applies

Lacquerbay is operated by DomaineGoat LLC, a company formed in Panama, and Panamanian law is the only law the company answers to. Each data centre sits under the law of its own territory: Hong Kong, Singapore or Japan. A legal demand made under the law of another country gets no action from Lacquerbay.

## 3. What is allowed

Anything section 5 does not forbid. Uses we allow by name:

- websites, web applications and APIs;
- build and test runners, staging servers and development machines;
- databases, queues, monitoring and other self-hosted tools;
- full nodes that verify a blockchain (running a node is not mining);
- Tor relays may run on any VPS: exit relays as well as middle relays and bridges;
- mail servers that relay outgoing mail through a provider on port 465 or 587 (see section 6).

## 4. Copyright complaints under foreign law

DMCA notices and other foreign copyright complaints are not acted on: only Panamanian law and the orders of Panamanian courts bind us. A notice under the DMCA or under any other foreign copyright law leads to no takedown and no suspension.

That does not soften anything else in this policy: the forbidden uses of section 5 apply to every VPS.

## 5. Forbidden uses

Not allowed: spam or bulk mail, phishing, malware or botnet command servers, DDoS and other attacks, scanning or brute-forcing systems that are not yours, booter or stresser services, carding and other fraud, child sexual abuse material, cryptocurrency mining, and any service for sanctioned people or companies.

To be precise:

- **Mining:** no coin may be mined, whatever the software. A full node that verifies a blockchain does not mine.
- **Scanning:** scanning and testing systems you own or are authorised to test is allowed; other people's systems are not.
- **Spam:** outbound port 25 is blocked (section 6), and bulk mail is forbidden on every port and through every provider.
- **Sanctions:** Residents and companies of Cuba, Iran, North Korea, Syria, Russia, Belarus, mainland China, Yemen and Western Sahara, and of the occupied regions of Ukraine, cannot use the service. Every incoming payment is screened against public sanctions lists of blockchain addresses, and money from a listed address is not credited.

## 6. Port 25 and email

Outbound SMTP on port 25 is blocked on every VPS and is not opened on request; send mail through a provider on port 465 or 587. A mail server on a Lacquerbay VPS hands its outgoing mail to a provider on one of those ports; blocking port 25 helps keep the shared address ranges off spam blocklists.

## 7. How abuse reports are handled

Copyright complaints under foreign law get no action; Panamanian law and Panamanian court orders are what count. Spam, phishing, malware, botnet control, network attacks and child sexual abuse material are banned, and a VPS used for them is suspended.

Send reports about a Lacquerbay IP address to abuse@lacquerbay.com. A report is easier to act on with:

- the IP address of the VPS;
- the date, time and time zone of the activity (UTC is easiest);
- the kind of abuse: spam, phishing, malware, botnet control, an attack or a scan;
- proof: log lines, message headers or a URL.

Copyright notices sent to that address, under the DMCA or any other foreign law, get no action.

## 8. Suspension

A breach of section 5 leads to suspension. A suspended VPS shows as suspended in the dashboard; write to support to learn why. A VPS suspended for a breach gets no credit for its remaining time, because the [refund policy](https://lacquerbay.com/refunds/ "When Lacquerbay credits days back") covers only the cases it names.

A VPS that stops at the end of an unpaid rental is a different case, set out in the terms of service: its disk is held for 7 days, then deleted.

## 9. Contesting a suspension

Write to support@lacquerbay.com. A person answers support emails within 12 hours, seven days a week, including help with SSH keys, reinstalls and firewall rules.

- Quote the order reference (ORD-…) and the IP address of the VPS concerned.
- Never send your account number. Nobody from our team will ever ask for your account number, your root password or your private SSH key, by email or in a chat.
- Explain what went wrong and what you fixed, such as malware removed or an open mail relay closed.

## 10. Legal orders

Only an order of a Panamanian court can make us hand records over. The [privacy policy](https://lacquerbay.com/privacy/ "What Lacquerbay keeps about an account") lists the records that exist. We do not log connections, traffic or the IP addresses of visitors and customers, on the website, in the dashboard or on the VPS.

## 11. Changes to this policy

We may revise this policy. The date at the top marks the version in force, and a revision applies to every VPS from that date.
